Why do you think it is that Maduro won’t accept US aid ? Surely any aid is good at this point when people are starving and dying from curable illness?

Looking into the UN position, this is because the UN agencies have to follow the will of the UN General Assembly and Security Council. As Russia holds a veto it will likely insist that Maduro maintains his seat at the UN over Guaido, even if Guaido is recognised as president by most democratic countries.

As for the Red Cross, I think they are worried first and foremost about the safety of their staff; it is not safe to operate in a zone where the local security forces are hostile. Rightly so, the Red Cross wants to stay out of any political debate. However, if the democratic countries accept Guaido as president and Guaido is calling for aid, then it seems to follow on that the aid should be forthcoming, whether or not that is provided by Red Cross (more likely US AID). The need is truly dire.
